Dr. Sam Onyemelukwe is a builder of institutions, a unifier of people, and a leader who delivers results where Nigeria’s trade moves fastest. For over 25 years he has founded and chaired the enterprises that connect Nigeria’s ports to its policies and to the assets that will power its next phase of trade. As Founder and Group Chairman of Afri-United Group, he created the country’s only vertically integrated “Port to Policy to Property” ecosystem, designed to eliminate delays at the ports, reform the regulatory environment that governs them, and invest in the physical assets that secure future commerce. The constant thread across his career has been simple: he builds systems, unites stakeholders, and executes operations under pressure.

 

In 1999 he founded Afri-United Services Ltd, now a Nigeria Customs Service-licensed market leader operating across Apapa, Tin Can, MMIA, Onne, and Seme Border. What began from humble beginnings became the operational engine of the Group, known for clearing time-critical cargo in 24 to 72 hours with disciplined compliance and competitive rates.He mentored the team and embedded SOPs that defined the company culture: Discipline, Compliance, Speed. Today, he still oversees high-value and complex shipments personally, ensuring ASL delivers the Group’s promise at the ports daily.

 

Recognizing that single shipments could not fix systemic bottlenecks, he established African Maritime Business Consults in 2004 as the Group’s strategic and advocacy arm. AMBC does not clear cargo; it improves the system that clears cargo. Through maritime consultancy, port reform advocacy, tariff advisory, demurrage recovery, stakeholder engagement, and compliance training, AMBC has become the voice that shapes the regulatory environment for ASL and for all licensed operators. He has led policy submissions to the NPA, NSC, CRFFN, and the Federal Government, and designed compliance frameworks that have reduced cost and delay across the industry. The positioning is deliberate: AMBC sets the direction, ASL delivers the action.

 

His influence extends to national institution-building. In 2008 he was elected to the pioneer Governing Board of the Council for the Regulation of Freight Forwarding in Nigeria (CRFFN), and served as Vice Chairman from 2010 to 2012. In that role he chaired the Freight Forwarders Consultative Forum (FFCF), creating the working templates still in use today and ensuring the industry spoke with one voice to government. His service to the nation continued on the 2009 Presidential Committee on One Stop Shop for Cargo Clearance and the 2010 Inter-Ministerial Technical Committee on Terminal Operator and Shipping Line Charges, as member respectively.

 

From 2014 to 2022 he led the International Freight Forwarders Association (IFFA) as National President across two terms, delivering record membership growth, inaugurating five new chapters, and raising national standards for advocacy, training, and compliance.

 

Dr. Onyemelukwe’s leadership is defined by total accountability, from the container on the quay to the policy in Abuja to the property in the portfolio. A family man and God-fearing professional, he is a member of Ikoyi Club 1938.
